(A) When the absence or disability of the Mayor shall prevent his or her serving in the office during a national, state or local emergency, the duties and responsibilities of the Mayor shall be administered temporarily by Mayor Pro-tem as set forth in KRS 67.730 and 67.735.
(B) If neither the Mayor nor the Mayor Pro-tem is able to serve in the offices of Judge/Executive by reason of absence or disability, then the duties of the office of Judge/Executive shall be assumed temporarily by the a member of the City Council as set forth in KRS 67.740 and 67.745.

NONELECTED CITY OFFICIALS
(A) All nonelected city offices shall be created by ordinance which shall specify:
(1) Title of office;
(2) Powers and duties of office;
(3) Oath of office;
(4) Bond, if required; and
(5) Compensation.
(B) With the exception of the Police Chief and all city police officers, all nonelected city officers shall be appointed by the Mayor with approval of City Council. The Police Chief and all city police officers shall be appointed by the Mayor at will and such appointments need not be approved by City Council.
(C) All nonelected officers may be removed by the Mayor at will unless otherwise provided by statute.
(D) The City Clerk/Treasurer is the only nonelected city official.

(A) The city hereby establishes the office of the City Clerk/Treasurer.
(B) The duties and responsibilities of the City Clerk/Treasurer shall include, but are not limited to the following:
(1) Maintenance and safekeeping of the permanent records of the city;
(2) Performance of the duties required of the “official custodian” or “custodian” pursuant to KRS 61.870 through 61.882;
(3) Possession of the seal of the city if used;
(4) Performance of any other duties and responsibilities required of the City Clerk or Treasurer by statute or ordinance; and
(5) No later than January 31 of each year, mail or electronically submit to the Department for Local Government, a list containing current city information including, but not limited to, the following:
(a) The correct name, telephone number, and electronic mail address of the mayor, legislative body members, and the correct name, telephone number, and electronic mail address for the city's appointed officials or employees who are serving in the following roles or substantially similar roles as of January 1 of each year:
1. City Clerk;
2. City Treasurer or Chief Financial Officer;
3. City Manager or Administrator;
4. City Attorney;
5. Human Resources Director;
6. Police Chief;
7. Fire Chief;
8. Public Works Director;
9. Risk Manager;
10. Information Technology Manager;
11. Public Relations or Communications Officer; and
12. Planning and Zoning Administrator.
(b) The correct name of the city, mailing address for City Hall, and telephone number of City Hall; and
(c) The name and telephone number of either an elected or appointed official to serve as a contact person that may be reached during normal business hours of 8:00 a.m. to 4:30 p.m. (KRS 83A.085)
(C) Compensation shall be in the amount to be established by the City Council.
(D) No person shall be appointed or act as the City Clerk/ Treasurer unless such person has taken the oath required by Section 228 of the Constitution of the Commonwealth of Kentucky and has provided bond, in the amount of $7000, with corporate surety authorized to transact business in Kentucky and conditioned upon the performance of the duties specified herein.

CITY EMPLOYEES
(A) The City Attorney shall be employed by the city on an hourly basis, and shall serve as the general law officer and legal counsel of the city. He shall be an attorney licensed to practice in the Commonwealth of Kentucky. He shall be chosen solely on the basis of his legal qualifications, with special emphasis on actual experience in or knowledge of Kentucky municipal and administrative law. The City Attorney may also engage in the private practice of law and may hold other public or private employment.
(B) The City Attorney shall advise the Mayor, the City Council, and all other city officers and employees in all legal matters pertaining to their municipal duties or affecting the interests of the city, shall appear for and defend the city in all legal actions and administrative proceedings in which the city is a party or is interested, shall institute legal action for and in behalf of the city wherever necessary for protection or enforcement of rights or interests of the city, shall prepare and examine ordinances, resolutions, orders, and legal instruments as the Council may direct, and generally shall attend to all legal business of the city.
(A) There is hereby created the office of Police Chief of the city.
(B) The powers and duties of this office are hereby established as those contained or set forth in the Kentucky Revised Statutes and those included in the class specifications of the city’s classification plan, and related duties as requested or assigned.
(C) The oath of office to be executed by the Police Chief shall be that as set forth in Section 228 of the Constitution of the Commonwealth of Kentucky.
(D) Compensation for this office shall be included in the city’s compensation plan.
(E) The Employment Policies and Procedures of the city shall apply to this office.
