The owner of property, both public and private (business and homes), shall have garbage pickup, shall have the right to place garbage, trash, and other litter in authorized receptacles that are to be stored behind all residences and businesses except on pickup days in order that the garbage and trash collectors may remove the same from the property at least once per week and more if needed.
