Each property owner requesting water where there has been no prior service to the land, premises, or building, shall be required to pay for all costs associated with the extension of the water line, this may include costs of boring and road patches. Where city water mains are extended at the request of a private property owner to provide water service, the water main shall be extended through the property to the property line, to facilitate future expansion as required by the City.
