It shall be unlawful for any person to make any connection to any water main or service pipe through which water is supplied by the department to water consumers or to interfere or tamper in any manner with such mains or pipes, to use any water supplied by the department without first having made application to the City Clerk on forms furnished by the City and having received written consent.
