§ 660.02 SNOW AND ICE REMOVAL.
   (a)   Sidewalks.
      (1)   It shall be the duty of all tenants or occupants of occupied properties and the owners or agents in charge of unoccupied properties, abutting on public streets in the township, not later than 24 hours after snow or sleet has ceased to fall, to clear or cause to be cleared a pathway in the sidewalk in front of his or her respective properties, including, but not limited to, driveway aprons and handicap accessible ramps, in the event of snow and to cover the sidewalk with salt or ice melting material in the event of ice or snow. Such pathway shall be not less than 36 inches in width, shall be thoroughly cleared of snow and ice and, where necessary, shall be covered with salt or ice melting material or similar material. Where snow and ice are removed from the pathway, they may be placed or piled on the curbside of the sidewalk, but they shall not be piled or placed in the gutter or in the street.
      (2)    In any case where the owner, tenant or occupant of such property fails, neglects or refuses to comply with division (1) above, within the time prescribed therein, the Aston Township Building Code Official (BCO) or employee of the township designated thereby for the purpose, may proceed immediately to issue a ticket in the amount of $50 for residential properties and $100 for commercial properties. This fee may be amended from time to time by resolution of the Board of Commissioners. Failure to pay this fine within 14 days of issuance of the ticket, will result in the issuance of a citation as set forth in § 202.99.
   (b)   Private streets.
      (1)   The owner of every paved private street situated in the township is hereby required to remove, or cause to be removed, from such private street, snow that has fallen thereon or formed within 20 hours after the same has ceased to fall or to form.
      (2)   The term PRIVATE STREET, as used in this section, means any street, road or way used for vehicular travel, or capable of being used for vehicular traffic, which has not been accepted by the township as a public street. This definition shall apply to the term private street, as used in this section, notwithstanding any definition to the contrary, statutory or otherwise.
      (3)   In any case where the owner of such a private street fails, neglects or refuses to comply with subsection (b)(1) above within the time limit prescribed therein, the township authorities may proceed immediately to clear all snow from such private street and to collect the expenses thereof, with any additional amount allowed by law, from such owner, which may be in addition to any fine or penalty imposed under § 660.99
