The off-street parking requirements found in Section 1149.01 of the Codified Ordinances shall apply to buildings or premises in the H-1 Harbor Historical District unless it is demonstrated to the satisfaction of the City Planning Commission that variance from such standards (a) does not pose a significant risk to public safety, (b) does not impose an undue burden on adjoining and nearby land owners and occupants, and (c) reasonably is expected to benefit the community by allowing a use or uses which will promote economic development, employment or tourism. Application for a variance from the requirements shall be made to the Division of Planning and Community Development, which shall forward its recommendations to the Planning Commission for review and final approval or disapproval.
