(a) All Ashtabula, Ohio Division of Fire Employees in the following positions, to-wit: Chief, Captain, Lieutenant, Engineer and Firefighter, with or without EMT or Paramedic certifications, are hereby declared to be first responders to "emergencies" and "disasters" as those terms are used in Section 9.481 of the Revised Code of Ohio. Persons appointed or hired into such positions shall within 90 days of their hire or appointment become residents of either Ashtabula County or any adjacent county in the State of Ohio. Persons already holding such positions as of the effective date of this section shall become residents of either Ashtabula County or any adjacent county in the State of Ohio within 180 days of said effective date.
(b) Except as otherwise provided in paragraph (a) of this section, employees of the Fire Division have the right to reside any place they desire.
