141.04 AUXILIARY POLICE UNIT ESTABLISHED; DUTIES OF CITY MANAGER.
   There is established within the Division of Police an Auxiliary Police Unit. The City Manager shall be the executive head of the Unit, shall make all appointments and removals of auxiliary police officers subject to any general regulations prescribed by Council by ordinance and shall prescribe rules and regulations for the organization, training, administration, control and conduct of the Unit.
