(a) A residential occupancy certificate issued under the provisions of this Housing Code shall be subject to transfer whenever there is a change in the legal or equitable owner of record.
(b) Application for a transfer of residential occupancy certificate shall be made on forms supplied by the Housing Inspector not more than thirty days after such change has occurred. A fee of thirty dollars ($30.00) shall be paid for each application for transfer.
