(a) An application for a residential occupancy certificate shall be accompanied by a fee which shall be nonrefundable, in accordance with the following schedule:

For each dwelling unit: $ 75.00
(b) No fee shall be charged for a dwelling unit occupied by the owner thereof.
(c) Fees, fines, penalties and lien reimbursements shall be credited to the Code Enforcement Implementation Account 291-050-4500 and used for Code Enforcement. Code Enforcement Earned interest shall be credited to Account 291-060-4810 and used for Code Enforcement.
(d) All delinquent fees, including, but not by way of limitation, occupancy fees, inspection fees, reinspection fees, etc., and all interest/costs related thereto, not paid in full on or before the 30th day of June, each calendar year, shall be certified delinquent against or on the appropriate real property tax duplicate, by the Ashtabula City Auditor to the Ashtabula County Auditor.
