Whenever a Housing Inspector finds that an emergency exists which requires immediate action to protect the health and safety of the residents or of the public, he may issue an order so stating. Notwithstanding any other provision of the Housing Code, the order shall take effect and shall be complied with immediately. Without the necessity of a petition, the Housing Inspector shall schedule and give notice to the affected parties of a hearing pursuant to Section 1361.11
to be held within ten (10) days of the effective date of the emergency order.
