(a) No person shall obstruct or occupy any portion of the street, alley or other public place, for the purpose of placing building materials during the process of construction or repair of any kind of building on the adjoining land, without obtaining a permit from the City Engineer. The City Engineer upon application shall issue a written permit for such length of time as may be necessary, upon condition that all material placed upon the street, alley or other public place shall be piled up in a good and workmanlike manner, that the gutter shall be kept clean, that the permittee shall place and maintain sufficient warning lights and devices so that the material and obstructions so placed may at all hours be seen by pedestrians passing along or near such materials or obstructions, and that the permittee shall save the City harmless from any damage or injury to any person or property resulting from the placement of the material or obstruction. The fees for such occupancy shall be as provided in Chapter 1315.
(b) In addition thereto a daily charge for the use of each parking meter space occupied shall be paid to the Division of Police, at the regular parking meter time charge.
