§ 71.10 GOLF CARTS, UTILITY VEHICLES AND ALL-TERRAIN VEHICLES.
   (A)   The operation of golf carts, utility vehicles and all-terrain vehicles, as those terms are defined in state law, is prohibited on all public roadways, streets, or highways within the city, except if in compliance with an ordinance of the City of Ashland enacted under the authority of KRS 189.286.
   (B)   Notwithstanding any other provision of this section, nothing herein shall prohibit the operation of a utility vehicle, golf cart, or public safety vehicle, as defined in state law, by an employee of the Police Department or the city acting in an official capacity, or the use of such vehicles by festival organizers in conjunction with festivals conducted within the city authorized by the Board of Commissioners.
   (C)   Violation of this section shall be punishable by a fine of not less than one hundred dollars ($100) and not more than two hundred fifty dollars ($250) for each violation.
