(A) The notice of condemnation required under the provisions of § 151.41, above, shall:
(1) Be in writing;
(2) Include a description of the property where methamphetamine has been manufactured sufficient for identification;
(3) Contain the information set forth in § 151.41, above; and
(4) Be served upon the property owner.
(B) Notice shall be conclusively deemed to have been properly served on the property owner if a copy thereof is:
(1) Delivered personally; or
(2) Sent by first-class mail; or
(3) If the mailed notice is returned showing that it was not delivered, a copy thereof shall be posted in a conspicuous place in or about the structure affected by such notice.
(C) In the case of a hotel, motel, or bed and breakfast facility with management or clerical staff on the premises and containing property where methamphetamine has been manufactured, the notice shall further be personally delivered to one or more of such management or clerical staff on the premises at such time as the codes enforcement official is on premises for such purposes.
