§ 154.29 RECORDATION, FINAL SALES OF LOTS PROHIBITED BEFORE FINAL PLAT APPROVAL.
   Unless approved as the final plat of a subdivision as provided in § 154.28 , the following conditions apply.
   (A)   No subdivision shall be entitled to record or be recorded by the County Clerk or have any validity.
   (B)   No lot or parcel of land within the subdivision shall be transferred, sold, or agreed to be sold by reference to, or by exhibition, or by any other use of a plat of the subdivision. Any instrument of transfer, sale, or contract shall be void and shall not be subject to being recorded.
   (C)   The Building Inspector shall not issue building or repair permits for any structure on a lot in the subdivision.
   (D)   The Board of Commissioners or other authority shall not permit any public improvements or services in the subdivision.
