§ 154.99 PENALTY.
   Any person, firm, corporation, or agent thereof who violates, omits, neglects, or refuses to comply with or who resists the enforcement of any of the provisions of the regulations set forth in this chapter, subject to the modifications under § 154.03 , or who sells or offers for sale, transfer, or lease any lot or block of land regulated by this chapter before all the requirements of these regulations have been complied with, shall be guilty of a misdemeanor and shall be subject to a fine not less than $25 nor more than $500 in the discretion of the court or jury trying the case. Each day any such violation shall continue shall be deemed to be a separate offense. The description of a lot or parcel by metes and bounds in any contract or instrument of transfer or other document used in the process of selling or transferring the lot or parcel shall not exempt the person attempting to transfer from the penalties or deprive the purchaser of any rights or remedies he may otherwise have.
