§ 154.10 APPLICATION FOR TENTATIVE APPROVAL OF FINAL PLAT.
   (A)   The subdivider shall prepare a preliminary plat of the proposed subdivision along with construction plans for improvements to be installed conforming with the requirements set forth in §§ 154.11 through 154.13 , and file with the Planning Commission an application in writing seeking the tentative approval of the plat, accompanied by ten black line or blue line prints, at least one week prior to a regularly-scheduled meeting of the Commission.
   (B)   No person shall subdivide any land or proceed with any construction work on a proposed subdivision, including grading, before securing the tentative approval of the preliminary plat of the proposed subdivision as provided in this chapter. Before so doing, the subdivider or his agent shall submit the plat in sketch form to the Planning Director, or Secretary of the Planning Commission, to ascertain the location of proposed highways, primary or secondary thoroughfares, parkways, parks, playgrounds, and other planned developments.
