(A) The rules and regulations governing plats and subdivisions of land contained in this chapter shall apply within the city, and to land located within the planning area as designated under the master plan.
(B) In planning and developing a subdivision, the general principles and requirements set forth in this chapter shall be observed, and in every case the procedure set out in this chapter shall be pursued.
