§ 152.02 REVISION TO CODE.
   The following sections are hereby revised.
   Section 101.1. Insert: City of Ashland.
   Section 103.5. Insert: For all violations of the Property Maintenance Code the fines shall be as follows:

   In addition to all fines a $100.00 service fee will be included for all citations to offset the administrative costs of the Property Maintenance Division.
   The minimum fine will be imposed in all 1st, 2nd and 3rd offenses unless the Code Enforcement Board directs that the maximum fine be imposed. In the event that an offense occurs more than 3 times in calendar year or is habitually occurring over a span of years the officer will be directed to automatically impose the maximum fine for the offense beginning with the 4th occurrence and to continue weekly until the offense is corrected.
   NOTE: Costs incurred by the City to abate nuisances will be added to the fines listed above at a rate equal to $70.00 per hour for each crew member and piece of equipment used in the abatement billed in full hour increments, as well as actual cost of materials used in the abatement. Cost for abatement if performed by an agency contracted by the City shall be equal to actual cost and payable directly to the contracted agency.
   Section 108.5. Delete: for the penalties provided by this code. Insert: for a fine of not less than $500.00 or not more than $1000.00.
   Section 112.4. Insert: not less than $500.00 or not more than $1000.00.
   Section 302.4. Insert: 10 inches in height.
   Section 304.14. Insert: During the period from April 15 to November 1.
   Section 308.4. Insert: Disposal of large or abandoned items. Neither the owner nor tenant of any property shall dispose of any large or abandoned items left inside or out of a dwelling or other structure on the property by leaving the items unattended on the curb outside of the city provided container. Should a property owner or tenant require disposal of un-bagged items, tree limbs, furniture or other items not regularly disposed of in household trash then a special removal request may be made with the Solid Waste Division of the Public Works Department for disposal at the current rate set forth by ordinance for removal of such items, providing the city utility service is active and in good standing at this location. Failure of the property owner or tenant to file a special removal request prior to placing the items on the curb will result in a written 24-hour notice being placed on the premises deeming it the sole responsibility of the person having control of the property to properly dispose of the items. Failure to dispose of the items within the allotted time will result in removal of the items by the Solid Waste Division of the Public Works Department at the current rate of disposal as well as the appropriate fine for the offense being issued by the Property Maintenance Inspector.
   Section 602.3. Insert: to furnish heat to the occupants thereof shall supply heat during the period from October 1 to May 15 to maintain a temperature of not less than 68°F (20°C) in all habitable rooms, bathrooms and toilet rooms.
   Section 602.4. Insert: Indoor occupiable work spaces shall be supplied with heat during the period from October 1 to May 15 to maintain a temperature of not less than 65°F (18°C) during the period the spaces are occupied.
