On the completion of drilling a well within the city, the owner or lessee of the well shall report completion to the Department of Public Services. A representative of the Department of Public Services shall examine the well, and shall report to the Director of Public Services that the casing and plugging is properly installed, and that all work in connection with the drilling of the well and casing and plugging has been fully done and completed according to the provisions of § 153.02. The report shall be left or filed with the Director of Public Services, who is hereby appointed custodian of such reports.
