§ 97.081 BANNERS AND SIGNS ACROSS STREETS.
   (A) It shall be unlawful for any person, firm, or corporation to construct, erect, install, or hang any sign or banner of whatsoever material across, over, above, and from side to side of any street or public way within the city unless prior approval is granted by the City Manager or his or her designee.
   (B)   All fines, forfeitures, and court costs collected by reason of the violation of this section, with the exception of sums collected as costs for the use and benefit of the Boyd County Law Library, shall be paid into the general fund of the city and be used in defraying the cost of city government.
