The owners or occupiers of lots shall keep the sidewalks in front thereof clear, in good repair, and free from mud, dirt, snow, ice, weeds, or other obstructions. If any person fails or refuses to clear or repair the sidewalks for 48 hours or repair the sidewalks within 90 days after being notified so to do by the Director of Public Works or City Engineer, it shall be the duty of the city to have the work done at the expense of the city. When so done the city shall have a lien on the abutting property to secure it for the expense of the work, together with interest and costs.
