(A) No street railway, gas, water steam heating, telephone, or electric light company within the city, shall be permitted to construct its tracks, lay its pipes, or erect its poles, posts, or other apparatus, over, under, or across the streets, alleys, or public grounds of the city, without consent of the Board of Commissioners having first been obtained.
(B) It shall be the duty of all telephone or telegraph companies, and all other persons erecting poles, posts, or other things, requiring holes or depressions to be dug or made in the earth within the city, to remove all surplus dirt, chips, or other trash or refuse from the city, after the work shall have been completed, and to refill the holes or depressions in such a manner that the surface shall be left in at least as good condition as it was before being disturbed by those persons.
