§ 90.20 RESTRAINT; AREAS PROHIBITED.
   (A)   Dogs shall be prohibited from running at large and from being present in all city parks and school grounds and/or city and/or school property within the city. Exceptions to this prohibition include:
      (1)   Dogs while on a leash and fully under the control of the person having custody of the dog while in Riverfront Park, Spring Park, and outside the perimeter of Central Park as defined by the area between the sidewalk and the curb;
      (2)   Dogs while on a leash and/or under the control of the person having custody of the dog while in that area of Southside Park located on Ballard Street designated as a dog park/dog run; and
      (3)   Those dogs specifically exempt from licensing as listed in § 90.17(D).
   (B)   Cats, as determined by their behavior, including running at large, and complaints made to be a nuisance, can be picked up by the Animal Control Officer for proper disposition.
   (C)   Farm animals, except horses, are prohibited from being at large. Horses must be under direct control of the responsible person or owner and properly restrained.
