(A) The following locations are hereby designated as quiet zones. The locations shall be indicated by signs placed at a distance of three hundred feet (300) on each street approaching the locations. It shall be the duty of persons operating motor vehicles through the zones to travel at a reasonable rate of speed and not to sound the horn or other warning device of the vehicle, except in an emergency.

(B) The following activities shall be prohibited in the quiet zone:
(1) Persons operating motor vehicles through the quiet zones shall not sound their horn or other warning device of the vehicle, except in the case of an emergency. Nor shall any pedestrian encourage or cause a motor vehicle operator to honk his or her horn for any reason other than an emergency.
(2) Persons utilizing the adjacent sidewalks and public ways surrounding KDMC shall not engage in any unreasonable or excessive noise or activity that would in any way disturb or unduly annoy patients or interfere with the care for and/or recovery of patients of the hospital. Nor shall any activity interfere with the use of the sidewalks and entry ways and workings of the hospital by patients, families and visitors to the hospital.
(C) Any person, firm or corporation who shall violate the provisions of this schedule shall be deemed guilty of a violation and shall be punished by a fine not less than $50 nor more than the maximum stated amount ($250) in KRS 534.040 for a violation.
