§ 72.013 RESIDENT-ONLY PARKING BY PERMIT.
   (A)   A resident-only parking zone is hereby created and shall include those areas set forth in Chapter 74, Schedule XI.
   (B)   Once signs are erected or placed giving notice that a resident-only parking permit area has been established pursuant to ordinance of the Board of Commissioners, no person shall park a vehicle in any such space so designated by white line curb and/or street markings during the time period specified on such signs, unless the vehicle displays a parking permit authorized by this section.
   (C)   Eligible residents must fill out the appropriate city application form in order to receive a white line resident parking permit.
   (D)   No persons shall represent in any fashion that a vehicle is entitled to a resident parking permit authorized by ordinance of the Board of Commissioners when not so entitled. The display of a resident parking permit on a vehicle not entitled to such a resident parking permit shall constitute such a representation.
   (E)   No person shall duplicate or attempt to duplicate, by any means, a resident parking permit authorized by ordinance of the Board of Commissioners. The display of such duplicate resident parking permit on a vehicle shall constitute such a duplication.
   (F)   The city will issue resident parking permits only for vehicles with a Kentucky registration registered to a residential address in the residential area as defined in Chapter 74, Schedule XI. Any required city motor vehicle license must also be properly displayed for a vehicle to be properly registered under this section.
   (G)   Resident parking permits issued for the areas defined in division (F) above shall be valid only for that residential area.
   (H)   To be properly displayed, a valid resident parking permit shall be affixed to the far left one-quarter of the rear bumper of the vehicle and visible for inspection.
   (I)   Resident parking permits shall be valid until publication of a public notice otherwise by the City Manager. No person shall fail to surrender a resident parking permit upon proper notice.
   (J)   There shall be no fee for a resident parking permit.
   (K)   The Director of Public Services is hereby authorized and directed to install appropriate signs and/or curb or street markings to properly carry the provisions of this section into effect.
   (L)   The Chief of Police is hereby authorized and directed to properly enforce the provisions of this section.
