Copies of the rules and regulations adopted by § 51.10 shall be printed in pamphlet form, and the mimeographed copies, together with the printed copies, shall be signed by the City Manager and the Mayor, and shall be attested by the City Clerk and kept on file at all times for the use of interested parties in the office of the City Clerk.
