The rules and regulations for the operation and control of the municipally owned waterworks and water distribution system of the city, attached to Ordinance 39-1959 as part thereof, together with the "Foreword" and "Appendix" thereof are hereby adopted in their entirety by reference by the Board of Commissioners of the city and the future administration and operation of the waterworks and water distribution system shall be in conformity therewith and in conformity with any amendments thereof which may hereafter be adopted by the Board.
