§ 35.19 PARK BOARD
   (A)   Pursuant to Kentucky Revised Statutes 97.455 and 97.465, there is hereby created a Board of Park Commissioners commonly known and referred to as the “Park Board.”
   (B)   The Park Board shall consist of seven members who are citizens and residents of this city and shall be appointed by the Mayor with the approval of the Board of City Commissioners.
   (C)   The members of the Park Board shall be appointed for terms of four years, except that the members first appointed shall be so appointed that the terms of not more than two (2) members shall expire in the same year. Appointments made to fill an unexpired term shall be made for the remainder of the unexpired term.
   (D)   Absence from more than two (2) consecutive meetings may constitute cause for removal from office. Any member of the Park Board may be removed by majority vote of the members of the legislative body of the City of Ashland.
   (E)   The Park Board shall be an advisory board only and shall advise the legislative body and the Director of Parks and Recreation of the city regarding city parks and recreational programs and projects and shall advise the legislative body and the Director of Parks and Recreation as to methods to promote the full use of all park facilities in the interest of the public.
   (F)   The Park Board shall establish rules not inconsistent with the foregoing provisions and shall fix the time and place for holding of its meetings.
   (G)   Park Board compensation. Members of the Park Board shall serve without compensation.
   (H)   Park Board duties and responsibilities. 
      (1)   The Park Board shall be responsible for the city’s policy regarding, removal, topping and planting of trees in Central Park, Oliverio Park and all present and future parks and on the rights-of-way in the downtown Central Business District bounded on the East by 18th Street, on the North by Greenup Avenue, on the West by 12th Street and on the South by Carter Avenue.
      (2)   It shall additionally be the responsibility of the Board to study, investigate, the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs located in parks, and downtown business areas. The Board, when requested by the City Commission, shall consider, investigate, make a finding, report, and for recommendation upon any special matter or question coming within the scope of its work.
