§ 33.63 CONTROL ZONES.
   (A)   Responsibility. The Incident Commander shall be responsible for set-up of four zones surrounding any hazardous materials incident.
   (B)   Cold zone. This zone shall include the command post. This zone shall be of a safe distance from the hazardous materials incident but shall provide a view of the incident if possible.
   (C)   Warm zone. The warm zone shall be defined as an area where some potential or real danger exists to the public or the environment. Identification of the warm zone shall be done by the first arriving Fire Department company officer. Access shall be limited to those members or agencies on scene who are appropriately protected and directly engaged in rescue, control, and preliminary stabilization measures.
   (D)   Hot zone. The hot zone shall be designated as necessary to identify and define an area of exceptional danger, including extreme threat to life safety. Identification of the hot zone shall be done by the first arriving company officer. This zone may be expanded at any time by the Incident Commander. Access shall be controlled by the IC. Only personnel designated and of necessity will be allowed access.
   (E)   Decontamination zone. The decontamination zone will be designated as necessary to establish a procedure to decontaminate personnel, civilians, and equipment in an effort to reduce or stop the spread of suspected contaminants. Identification and set up of the decontamination zone shall be the responsibility of the IC. Access to the decontamination zone of contaminated people shall be controlled by a Decontamination Officer. Only the Decontamination Officer may allow anyone to exit the decontamination zone. All workers in the decontamination zone shall be properly protected at all times.
