(A) Purpose. The purpose of the Hazardous Materials Response Plan is to establish an organization to mitigate hazardous materials incidents within the city.
(B) Objectives.
(1) To describe operational concepts, organization, and support systems required to implement the plan.
(2) To identify authority, responsibilities, and actions of federal, state, local and private industry agencies necessary to minimize damage to human health, natural systems, and property and to aid in mitigating the hazard.
(3) To establish an operational structure that has the ability to function in case of hazardous materials incidents.
(4) To utilize Fire Department officers and members who have been trained to handle hazardous materials incidents.
(5) To establish lines of authority and management for hazardous materials incidents.
(6) To establish financial responsibilities and cost recovery procedures.
