No person shall construct any improvements, as defined in § 50.095, upon property within the city to which public sanitary sewer facilities of the city are accessible within a distance of 200 feet thereof, without installing therein and connecting to the public sanitary sewer facilities, a suitable water closet toilet and other waste and water drains from such improvements.
