All residential, industrial, and commercial accounts shall be billed monthly, and all accounts will be scheduled to receive bills only at the end of the month on or about the thirtieth of the month. For purposes of this section and throughout Chapter 50, a commercial account is hereby defined as any account that is a non-residential account or a non-industrial account.
