7-3-2-3: LOCAL LIMITS:
   A.   The COA is authorized to establish Local Limits pursuant to 40 CFR 403.5(c.)
   B.   Local limits will be established during the application review process for each discharge permit applicant. Local limits will be provided in each separate discharge permit.
   C.   Local limits may be presented as concentration loadings and/or mass loadings. Discharge permits allowing for mass loading will be based on the dischargers permitted flowrate at the point of discharge.
   D.   The City may develop Best Management Practices (BMPs), by ordinance or in wastewater discharge permits, to implement Local Limits and the requirements of this Section 7-3-2-3.
   E.   The City reserves the right to revise all Local Limits as presented in the User’s discharge permit for a period up to 12 months following the initial wastewater discharge to the POTW collection system or the effective date of the permit, whichever is later, if necessary, to prevent pass through or interference or to protect POTW personnel who may be affected by wastewater and sludge in the course of their employment and the general public.
      1.   If interference with the normal operations of the plant has occurred and a permitted User has been determined to be the source of the POC, the City reserves the right to modify the User’s discharge limit(s). (Ord. 1097, passed - - )
