6-4-3: PERMIT REQUIRED:

It is unlawful and in violation of this chapter for any person to engage in, participate in, aid, form or start any "parade", as defined in section 6-4-2 of this chapter, without first having obtained a permit therefor as provided in this chapter. (1996 Code § 12.08.030)
