For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ABANDONED VEHICLE. Any vehicle in a state of disrepair rendering the vehicle incapable of being driven in its condition or any vehicle that has not been moved or used for seven consecutive days or more and is apparently deserted.
INOPERABLE MOTOR VEHICLE. Any motor vehicle from which, for a period of a least seven days, the engine, wheels or other parts have been removed, or on which the engine, wheels or other parts have been altered, damaged or otherwise so treated that the vehicle is incapable of being driven by its own motor power, Further it shall mean any vehicle that may not be legally driven upon city streets or highways. INOPERABLE MOTOR VEHICLE shall not include a motor vehicle which has been rendered temporarily incapable of being driven under its own motor power in order to perform ordinary, service or repair operations. Such temporary incapacity for ordinary service or repairs shall not exceed 14 days.
OPEN PRIVATE LAND. An area of land not enclosed by a garage or carport.
PERSON. Any person, firm, partnership, association, corporation, company or organization of any kind.
PROPERTY. Any real property within the village which is not a street or highway.
STREET or HIGHWAY. The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.
VEHICLE. A machine propelled by power other than human power designed to travel along the ground by use of wheels, treads, runners or slides and transport persons or property or pull machinery, and shall include, without limitations, automobile, truck, trailer, motorcycle, tractor, bus, buggy and wagon.

(A) No person shall abandon a vehicle or part thereof on any highway in the city.
(B) No person shall abandon a vehicle or part thereof on any public property or open private land.

(A) No person shall leave any abandoned vehicle, inoperable motor vehicle, wrecked or junked vehicle on any street or highway within the village nor shall any person allow any vehicle to remain on any village property, street or highway while it is offered for sale.
(B) No vehicle may be parked on any village property, street, or highway without a valid license and sticker.
