The Board of Trustees shall be authorized to enter into an agreement with any water customer, that contains provisions contrary to those contained in this chapter or to vary the same, when the Board of Trustees shall have determined that the agreement is in the best interests of the residents of the village and the continued maintenance of the public water supply.
