(A) The Commission shall require sidewalks to be installed on each side of the street in a subdivision proposed to be located within the corporate limits of the town and the Commission may require sidewalks to be constructed on any street in any subdivision where, in the judgment of the Commission, they are necessary for the safety of access to places of public assemblage, including schools and parks.
(B) When sidewalks are required, they shall be constructed of portland cement concrete, at least four inches thick and four feet wide and placed three feet from the street property line.
