§ 155.077  STREETS.
   (A)   Streets (and alleys where provided) shall be completed to grades shown on plans, profiles and cross-sections provided by the subdivider and prepared by a registered professional engineer and approved by the Commission.
   (B)   (1)   The streets shall be graded, surfaced and improved to the dimensions required by the cross-sections and the work shall be performed in the manner prescribed in Standard Specifications for Road and Bridge Construction and Maintenance, latest issue, of the state’s Highway Commission.
      (2)   References in the following paragraphs refer to the S.H.C. of 1. Standard Specifications:
         (a)   In a subdivision proposed to have a street or streets which are extensions of existing paved streets which are surfaced to a width of at least 31 feet or in a subdivision where any parking is to be allowed on the street, the street shall be surfaced to a minimum width of 31 feet.
         (b)   In a subdivision where no parking is to be allowed on the street, the streets shall be surfaced to a minimum width of 22 feet.
   (C)   (1)   The street surface shall be of portland cement concrete or a flexible pavement and shall be constructed in accordance with design characteristics at least equal to those given below:

      (2)   Where aggregate is placed for use as a construction road, that portion which lies below the bottom elevation of the compacted aggregate base, and only that portion, may be left in place and be considered to be sub-base; providing that, the use as a construct i on road has not degraded the material below the minimum requirements of the Standard Specifications for Sub-Base. The compacted aggregate base and surface courses shall be constructed successively, and in no case shall the graded, compacted aggregate base be used as a construction road.
   (D)   Prior to piecing the street and alley surfaces, adequate subsurface drainage for the street shall be provided by the subdivider. Subsurface drainage pipe, when required, shall be a culvert not less than 12 inches in diameter approved by the Commission, County Highway Department or Town Street Department, whichever applies. Upon the completion of the street and alley improvements, plans and profiles as built shall be filed with the Commission.
