(A) (1) Adequate areas of suitable size and location shall be allocated for utility easements. As a general principle, such easements shall be at least 20 feet in width, shall provide reasonable continuity from block to block, and shall be located at rear lot lines and along side and front lot lines when deemed necessary; and where located along lot lines, one-half the width shall be taken from each lot. In the case of lots extending to the boundary of the lands plotted and not adjoining another plat, the full width of the easement shall be provided on such peripheral lots.
(2) Before determining the location of easements, the plan shall be discussed with the local public utility companies to assure their property placing for the installation of such services.
(B) Where a subdivision is traversed by a watercourse, drainageway, channel or stream, adequate areas for storm water or drainage easements shall be allocated for the purpose of widening, deepening, sloping, improving or protecting said watercourses.
(C) Whenever practicable, the subdivider shall be encouraged to design for the placement of utility lines underground, following the required standards and specifications established by each utility company. The location of each underground utility system shall be shown by appropriate easement lines on the proposed lot.
