§ 90.09  LIVESTOCK.
   (A)   LIVESTOCK includes horses, cows, goats, pigs and other four-legged animals. However, dogs and cats, for the purposes of this code of ordinances, shall not be deemed to be LIVESTOCK.
   (B)   It shall be unlawful for any person to cause, permit, ride, accompany or be responsible for the presence of horses on sidewalks and on other public places of the town, except on the streets and alleys. Furthermore, it shall be unlawful for any person to cause, permit, ride, accompany or be responsible for the presence of horses on the premises of another, including private property, at any time without the express written consent of the owner of the premises.
   (C)   In the event a person causes, permits, accompanies or is responsible for the presence of horses on public property or on private property of others, the owners of the horse shall be responsible for the immediate removal of any feces deposited by the horse thereon.
