No person owning, keeping or harboring a dog, cat or other animal shall permit such animal to run at large within the town. The term
AT LARGE means off the premises of the person owning, keeping or harboring such animal and, while off such premises, not under the control of such person or a member of such person’s family either by lease, cord, chain or otherwise.
