All new and replacement manufactured homes and additions to manufactured homes shall:
(A) Be elevated so that the lowest floor is at or above the base flood elevation;
(B) Be securely anchored to a permanent foundation system to resist flotation, collapse, or lateral movement;
(C) Not be placed in the nontidal FP-2 (Flood Fringe) Combining District below the level of the 100-year flood, except for a specified temporary period of time for construction or caretaker purposes where no feasible alternative exist. Trailers and manufactured homes shall be removed between the months of December and May; and
(D) Not be placed in the tidal FP-2 (Flood Fringe) Combining District.
