(A) When all the improvement work required by the improvement plans, or a complete unit thereof, is completed to the satisfaction of the City Engineer, he shall issue a certificate to the Council stating that such portion of the work has been satisfactorily completed and shall recommend the acceptance by the Council of the completed portion of the work.
(B) Upon the satisfactory completion of all the work required to meet the requirements of this chapter and its acceptance by the Council. The Council shall file a notice of completion as to the required improvements in the office of the County Recorder.
(C) Any unexpended cash deposits not required for the completion of the work shall be refunded.
