(A) All work done in constructing improvements and all materials furnished shall be subject to the inspection of the Engineering Division.
(B) The Engineering Division shall have access to the work at all times during its construction and shall be furnished with every reasonable facility forascertaining that the materials used and the workmanship are in accordance with the requirements and intentions of this chapter.
(C) If any of the work on improvements is done by the subdivider prior to the approval of the improvement plans or prior to the inspections of the improvements as required by the City Engineer, such work may be rejected and shall be deemed to have been done at the risk and peril of the subdivider.
