The City Engineer shall approve the soil investigation if he determines that the recommended corrective action is likely to prevent structural damage to each dwelling to be constructed on each lot in the subdivision. Appeals from such determinations shall be to the Council. The building permit shall be conditioned upon the incorporation of the approved recommended corrective action in the construction of each dwelling.
