Animals running at large shall be prohibited. No owner or keeper or an animal shall allow or permit such animal, whether licensed or unlicensed, to run at large within the harbor area. Such animals should be securely restrained by a substantial leash not to exceed six feet in length and shall be in the charge and control of persons competent to keep such animals under effective charge and control.
