It shall be unlawful for any person to willfully or maliciously torture, tease, torment, beat, kick, strike, mutilate, injure, disable, or kill any dog used by the Police Department while any such dog is in the performance of the functions or duties of the Police Department or to wilfully interfere with any such dog while it is being used in the performance of any of the functions or duties of the Police Department.
