§ 4-5.802 STREETS AND ALLEYS MADE ONE-WAY BY CITY.
   The Council may, by ordinance or resolution, at any time when traffic conditions warrant, close any public street, or portion thereof, in the city to traffic in one direction and provide and direct by such ordinance or resolution that any automobile or other vehicle shall travel only in one direction over and along any such street.
