§ 4-5.411 ENFORCEMENT ON PRIVATE PARKING LOTS AND ROADS.
   (A)   The Council hereby finds that the facilities listed in this section are privately owned and maintained off-street parking lots and roads which are generally held open for the use of the public and for vehicular parking. The enforcement officers of the city are hereby authorized to enforce the provisions of the California Vehicle Code and of this chapter upon such designated roads. Upon the designated parking lots, such officers are authorized to enforce the parking provisions of this code and Cal. Veh. Code §§ 22507.8, 22350, 23103, and 23109 and Division 16.5.
   (B)   This section shall not be effective unless each of such designated parking lots and roads has posted in a conspicuous place at each distance of the parking lot or road a notice or sign not less than 17 inches by 22 inches in size, with lettering not less than one inch in height, to the effect that such parking lot or road is subject to public traffic regulations and controls.
   (C)   This section is adopted pursuant to the procedures set forth in Cal. Veh. Code §§ 21107.6 and 21107.8.
   (D)   The following parking lots and roads are designated for enforcement:
      (1)   Somersville Towne Center;
      (2)   K-Mart Shopping Center;
      (3)   Raley's Center;
      (4)   Delta Fair Shopping Center;
      (5)   Orchard Square Shopping Center;
      (6)   Lucky's/Long's Pic 'N' Save Center;
      (7)   Deer Valley Plaza;
      (8)   Costco Center;
      (9)   Terrace Shopping Center;
      (10)   Wal-Mart at Williamson Ranch; and
      (11)   Slatten Ranch Shopping Center.
